The EU family member card in Madrid

The non-EU spouse, registered partner, child or dependent relative of an EU citizen in Madrid files the EX-19 for a family member card of their own, while the EU citizen registers on Line E with the EX-18. One EU passport and one non-EU passport means the family rides two lines; this stop is the second.

Who qualifies

It is meant for the immediate relatives of an EU national living in Spain or arriving with them: a spouse or registered partner, children up to an age limit or while dependent, and dependent parents. The exact conditions are set in the regulations, and the officer checks each family link against documents.

The EU citizen’s own registration usually comes first, because the family member’s file refers to it.

  • Form EX-19, filled in and signed
  • The applicant’s passport
  • The EU citizen’s registration certificate, or proof that it has been applied for
  • Civil-status papers (marriage, registered partnership, births), apostilled or legalised, and translated where needed
  • Evidence of dependence, or of the EU citizen’s means, depending on the case
  • The paid Modelo 790 código 012, and photographs

From application to card

Once the application is accepted, the card goes through the same steps as other non-EU residents’ cards: fingerprints first, then collection. We prepare the EX-19 file with both partners, check that the civil documents are usable in Spain, and search for the appointments in the right sequence.

Questions about EU citizen’s family card

Can we both apply on the same day?

Sometimes, if the appointments line up. Even then they are two separate files, each with its own form and fee.

Will the card let my partner work?

The rights that come with the card are stated in its resolution. Read it, and let the employer check it, before you fix a start date.

We are not married. Does that matter?

It can. A registered partnership is treated differently from an unregistered relationship, and the evidence asked for differs. Tell us how your relationship is documented and we explain where you stand.
